i usually do it in the afternoon, right when the sun sets.

Its just bright enough to clean your car, but not too hot so that the water drys before you wipe it off.

Early morning would work too, but hey, who really has that time in the morning?

if washing a car, any time of day is fine, just don't leave a freshly waxed/washed car out in direct sunlight in midday.
