The FAFSA becomes available for every academic year on January 1st that comes before the start of the academic year.

For example: the FAFSA for the 08-09 academic year (which typically begins in August 2008) became available January 1 2008. The FAFSA for the 09-10 academic year will be available to submit on January 1 2009.

With that said, applying the earliest increases your changes of receiving additional grants beyond the federal Pell Grant as many of these grants have priority deadlines. These priority deadlines can vary by state. Considering then that the 08-09 FAFSA has been available for 6 months already, you are pretty late in applying. APPLY RIGHT AWAY!

In short, to answer your question the best time to file your FAFSA is January or February for every August term. And you must refile a new FAFSA for every academic year.
