  1. there are several other factors to consider, off season is one possibility, the cheapest fare would probably be had through a broker like cheap tickets or sometrhing like that, but you will not have a choice of carriers or takeoff times etc.

Airfare consolidators are often cheaper for international flights, sometimes even without a 21 day advance purchase.  However, in peak travel seasons (like summer), cheapest seats get sold out first, so it's still wise to book as far advance as possible.  Try http://www.bookingbuddy.com which, with just 1 input of cities and dates, will hunt consolidators, airlines direct, Orbitz, Cheaptickets, Sidestep, Kayak, Travelocity, Expedia, etc. etc.  It's a very fast way to do a very thorough fare search.

    also if you book on weekday is cheaper than weekend
