What is the best tool online for finding someone who's missing? Most websites like Cyber Detective r a waste

My brother appears to be missing. He lived out of state, and I have done extensive research online to find basic info. I have his last address, phone number, and have checked the local jails. I want to be able to see if he's been arrested anywhere in the U.S., and possibly look at his cell phone records. What are my best options online for this kind of research? I have looked, and most everything seems to be a scam. I tried free sites, and did find some info, but finally caved in and paid for Cyber Detective. That COMPLETELY sucked, gave me less info than I found on my own, for free! And to get a background check, you have to pay more money. No way do i trust them! I don't mind paying a little bit of money, but I don't want to pay to something that is not worthwhile.

Any suggestions?
