What is the best value fine dining in Niagara Falls?

We would like to have a very nice dinner while in Niagara Falls that overlooks the fireworks and lit up falls. We will do some touristy things during the day on U.S. side, then cross the border and check into our B&B in Niagara-on-the-Lake (Canada). A couple of questions:

1) Are there fireworks on Wed, July 9? I saw on one site there are fireworks on Wednesdays but another site that says the dates but does not list the 9th.

2) Which of these would offer the best combination of good food and view of the lit up falls and fireworks: 17 Noir, Skylon Tower, or The Watermark?

1.) There are not fireworks every night like ajida said, they do however have them on that Wensday and every Friday, Sunday and Holiday: May 16 - August 31. Also show in July and August on Wensday.

2.) The Skylon tower is the best view by far. It is possibly the best view out of any dining possibilty in the falls to see the fireworks which seem at your level adn close to you. A grat view of the falls at night and day and excellent high quality food. There is a dining room that rotates for a gret view of the falls and city and a regular dning room. As far as the watermark goes I have heard the food is awful and that the view isn't as good as the other ones mentioned.

You are in luck with the fireworks. They spend lots of money on them, and it's an amazing show (waaay better than the states!) The skylon tower is the very best place to eat. It's revolving, so you can obtain the very best view.

There are fireworks EVERY night during tourist season, so you are in luck.  Out of those restaurants, the Skylon offers the best view from above, but Table Rock is right at the Falls, and is right above the Power House Roof where the fireworks are shot off from. The Watermark will have superior food to both however. If you are going to be in Niagara for more than one night, might I suggest Monticello's Grille House and Wine Bar on Victoria Avenue, just past Clifton Hill. Excellent food, great atmosphere, good prices. Which B & B will you be staying at in NOTL? Excellent choice in B&B. I have heard wonderful things. Sounds like you enjoy good food. The skylon recieves good ratings, for regular old can have anywhere upper dining.  but the Watermark is unique and offers many interesting but not weird dishes. Table Rock is very nice, but not quite the romantic atmosphere I think you are seeking...but keep it in mind if you ever come back this way again.
