What is the best video editor, with a reasonable price? and where can i buy it?

Your computer already has a free video editing program.

Windows Movie Maker comes in Windows and makes fairly decent standard definition (SD) movies.  IMovie comes in iLife on a Mac and is does a much better job at making SD movies and well as HD ones too.

If you need more editing power, you can get Sony Vegas Pro and Pinnacle Studio for Windows for less than $100.   You can also get Final Cut Express for a Mac.

Higher up the totem pole in price and quality are Final Cut Pro 6, Adobe Premiere Pro CS3, Avid Media Composer, and Thomson Gras Valley EDIUS for several hundred dollars.  The suite versions of Adobe Produciton and Final Cut Studio are in the thousands of dollars and allow more capability such as high grade color correction, audio editing, and customized DVD burning.

for home movies etc. adobe premier works very well,and has a lot of features.
