1984 USA Men's National Team.  It was either that one or the 1988 USA Men's National Team.  They were given the designation of greatest team ever by the FIVB.  Between 84 and 88 Olympics they won every major international tournament, plus back to back gold medals.

If you want greatest beach team - Men would be Sinjin Smith and Randy Stoklos.  Together they won over 100 tournaments.  A close second would be Karch Kiraly and Kent Steffes, in the 90's they dominated the men's tour (12 tournaments in a row, unprecedented).  Women would be Misty May and Kerri Walsh, they are the most dominant women's team ever, and may end up being the most dominant beach team ever.

It really depends on what you mean by team.  

The May-Walsh team is probably the best beach team ever although Kiraly and his partner of the day were good.

If you are talking men, the USA men' team of the late 80's and 90's were very strong with 2 gold medals in the Olympics to show for it.  Men's college would have to include UCLA.  From 1970 to 1984, they won 11 national titles.  

Women's college teams would be harder to pick.  Hawaii, UCLA,Stanford, USC, and Nebraska have been champions twice in a row and then close to the top for years.  But it seems like other schools sneek in and win in the third year.  No one has won 3 straight, but Stanford won 3 out of 4 years in the mid 90's.  The top team pick would be just your favorite team.
