What is the best warm up jacket for rainy conditions?

I was wondering what i should buy to warm up in at a rainy track meet?

You need two jackets. The over jacket has to shed water and the under one retain body heat. If money is not an issue consider, Goretex fabrics.  Always bring spare t-shirts. and socks. Change into dry clothing after the competition.
