kyogre or blastoise. not gyrados because its inpossible to live an electric attack. or maybe swampert cause electric doesn't effect it and it has high hp.

well i would say milotic and gyaridos.

Kyogre is easily the best Legendary water Pokemon.

as for NON-legendaries, Swampert, Gyarados, Starmie, Vaporeon, and maybe Milotic are arguable the best (each for different reasons).
