What is the best way to clean one's self after a bowl-movement using toilet paper?

At home, I tend to use water.

But in public (for example when I'm traveling and staying in a hotel), I have a lot of difficulty. I use half of the toilet paper roll wiping, and still find the area not clean after spending five minutes just wiping.

Try one of those new power wipers....it is like a big fast moving belt, like a tredmill but made of terry cloth.....you fire it up..spread your cheeks..and back into it..takes the hair off and everything!....wicked....they have them at disneyworld,Orlando...

Go to Walmart, and buy some of the wet wipes that you can travel around with in your purse.

Buy some flushable wipes that you can put inside a ziploc baggie and keep in your purse.  That way when you are away from home, you'll have a next best way to get clean.

Get those travel wipes- Scotts make them, they come in a plastic container you can put in your purse.  I love them!

In a pinch you could dribble a tiny bit of water on a clump of regular toilet paper.  Just the small amount of extra moisture helps a lot.  Just not too much or it the poo will soak through the paper to your fingers.

Not that I'd recommend wiping your **** without washing your hands anyway, of course.

Sounds like you have some issues!  Just make sure you wipe from front to back (recommendation by most health professionals), and you'll be okay.  Why not carry some of those wet-naps with you, like the ones they make for babies, or the "refreshing" wipes they sell in the tampon aisle?  Those would probably be helpful, and they're in individual packets so you wouldn't have to carry a big box around, you could put it discretely in your purse.
