What is the best way to convince my employer to give transportation fringe benefits?

I know I have to ask them so don't just give me that answer, I need to make a case. Having already asked travel dept in the corporation if I could have SmartBenefits deducted from my paycheck for travel, they basically said it was too much work to setup the program b/c of company size. I was told to ask hr.

I need suggestions of what to present to hr so I can convince them to start it. Yeah strength in numbers so I'll get more people to join the cause, but what else??

NOTE: I work for a rather large company so this would probably need to be able to work in the continental US.

Show them how much tax savings you would get from having this benefit.

It does cost a company money to set up any benefit, so they might or might not be willing to do it.  Having many people request it can't hurt.
