What is the best way to move a large amount of people cheaply ?

We need to move 300-800 people to a venue.

It's not that far away (20 mins drive) but we don't want to spend thousands on coaches.....suggestions ?

I would say that with fuel prices going through the roof as they are, that coaches are definitely your best bet, unless you are going to get them fell in in three ranks and march them there.Phone around for some quotes from local bus companies, a few double deckers might be a cheaper option.

failing that, hire 7 or 8 coaches

Forget rail.

Coach/bus is a better idea, cheaper than rail.
