What is the best way to remove tarnish, rust, and other blemishes from bicycle parts?

I have an old Schwinn Fairlady Stingray that I would like to fix up. What's the best way to clean the crome and non-painted parts?

Also, any specific tools I might need to dis-assemble and re-assemble a bike would be helpful, also.

  1. Most can be cleaned up with SOS pads or steel wool and oil. Rims, crank arms, handle bars are easy with SOS pads. Small parts can be harder to do. Of course, don't use on paint.
