What is the best way to repaint my old dresser?

I have a dresser that is 22 years old that was in my room as a baby. I would like to put it in my son's room, but I'm at a loss! The dresser was painted about 7 years ago with white paint which I have been able to take off with a razor blade (the dresser was in a garage for a few years and the paint looked awful). Under the old white paint is a yellow-ish paint that will NOT come off. Will the dresser look bad if I just paint over it (I'm painting it white)? If so, should I use a wood stripper to take off the old paint? Should I sand before I paint either way? What grain should I use? Should I prime the dresser before I paint it? Thanks!

  1. sand the dresser with med grit sandpaper prime, than paint if you want you could spray the paint but keep in mind 2 coats better than one 3 coats better than 2 etc when spraying
