What is the best way to start a participatory planning?

I'm in a local government unit. I want to help the barangay in their planning. Where should we start our planning?

Motivation is the most important factor in order to entice the people to participate in your plans.  Start by citing to them the project that you will do which is beneficial for the people.  In that way, people will be encouraged to contribute their efforts in your proposal and participate to the achievement of your goal.

You didn't say if you guys had an upcoming election or not... if you do, start making signs then make more signs then more signs. Getting your candidate visible and known is the most important factor.
