What is the best way to take a pic for passports?

they have a bunch of mandatory exact requirements and i dont want to pay the 15 dollar fee to get it done at the place. so is there a simple way that i can do it at home and print it out? also if i do print it out, what kind of "paper" should i use?

*also the lil 3 dollars pic from the vending machines at the mall--they dont take those either.

ummm..... do u  guys have a costco in ur state? if yes, then this problem is easily solved because thats the best place to go, its cheap and fast, u can actually re-take them over and over if u dont like the way it looks. the whole thing costs aboout $5 and u can get it within an hour . =) if not then sam's club? im sure they have them too and it should be about $5 as well. i dont think they will take anything thats printed out from the printer at home.
