I presume you are looking for spikes ( the things on the sole of your shoe which grip the turf )and not the shoes. The best places  for purchasing spikes are  Big-K, K-Mart, Wal-Mart or *****.  and be sure they fit your shoes for there may be different sized sockets. If you are looking for golf shoes, try the golf outlets, Payless Shoes who usually have good sales.

I don't know about 20 bucks, but try golfshoesonly.com and maybe they will have something in the 40-50 dollar range.  I suggest that you get a pair of Nike shoes and invest in a set of replacement spikes and a spike wrench.  I've had a pair of Nike golf sandals for at least 3 years and I just change the spikes yearly.
