your best way is to go to www.nba.com/blazers and get season tickets, because they will give you the best discounts.  Now that I saw their website, nearly all of their full season ticket seats are sold out but I'm not sure about their 11 game plans which they also have available.  

The second best way is either stubhub, ticketexchange from ticketmaster, or craigslist so you can see if any tickets are for sale at the price the season ticket holder sells them for.  I'm a Wizards season ticket holder and I sell games I can't go to at the price I bought them for which is about 50% off gate price, and that's helped me get buyers to buy multiple games off of me for games I can't attend, and I'm very fair.  Tickemaster is after that, because you'll get it at the gate price, but you'll pay extra for convenience fees, etc.  Last option is auctions and third party commercial ticket brokers, because the price will fluctuate with demand.  If the Celtics or Cavs come in, the "perceived market price" will be up the roof because they are good teams AND they also only come once a year to Portland in the regular season.
