Depends on what definition of city is used, city limit, metropolitan area.  As far as Metropolitan Areas are concerned

There there are defined political jurisdictions which (in their own language) identify themselves as cities. This is as opposed to a metropolitan area (like New York)which may include multiple cities all under the jurisdiction of separate city councils
