  1. You cannot tell which one will be brighter just by the power ratings, unless the filaments and gas inside the bulb are identical.  

    If they are identical, then the higher current (200 mA) bulb will be brighter.

    If they are not identical (as is indicated because they are rated differently), then you need to know the rating for lumens/watt, to make a proper comparison.
