The job offer is circa AED28k which include housing allowance and work as accountant. Is this the market value for expatriate in Dubai ? Which area is the most convenience and economical places to stay on?

in Dubai, really everything depends on the location as the traffic is so bad! The cost may vary depending on location, quality of the finishings and if it is furnished or unfurnished - you may end up paying AED 45000 per month (Dubai Marina or The Old Town) or per year (International City).

Should you inquire because of a possible employment over here, please speak with your employer as they might be able to include housing as part of the contract.
