What is the building on the hill acoss from Hersheypark?

Not the Hotel Hershey, but the building just above the floral "Welcome to Hershey" sign. Is it a school?

Yes. It's part of the Old Hershey Boy's school. What it is now, I'm not sure. Many years ago Hershey operated a school for orphaned or single parent boys. They operated all aspects of the park, farms and industrial sections of the Hershey empire. Here's a link to help:
