  3. A claim that something-- usually an accusation-- is not true without any proof or substantiation.

    The burden of proof in a court of law has already been established as belonging to the prosecutor. A claim that something is not true is, of course, a more difficult burden to prove because without proof that something is not true then it is easy to point the finger at the accused claiming that their denial is a lie!
