It's the City of Manila, Lungsod ng Maynila (in Filipino), or simply Manila. It has been the Philippines' capital since colonial times (16th century). Other places though have also been designated as seat of government during some periods in the country's history -- e.g. Pampanga (1762-1764) and Quezon City (1948-1976).

Before it was Manila, then it was changed to Quezon City, and then reverted back to Manila.

Manila is the capital of the Philippines. You have to take a look. It is a very disgusting place.. lots of slums and poor people, children on the street, all of the crimes are in Manila... name it and they have it. It is also considered as the 'red light district' Try going to Malate, Luneta and Avenida. Manila should not be the capital of the Philippines... It's so polluted and garbages are everywhere!. Try going to Recto and your wallet,cellphone and jewelries (whether its fake or not) will be gone in a second. You'll see a lot homeless people sometimes crazy people roaming. So if you are planning to visit and stay in Manila... I warn you to think twice.

It is the National Capital Region, not just Manila. Manila is the site of the Executive and Judiciary branches of the government and hosts the palace of the president. Pasay City,  4 km south of Manila, is the site of the Upper Legislative branch of the government - it is where senators meet and discuss politics. Quezon City, 15 km northeast of Manila, in a hill, is the site of the Lower Legislative branch of the government.

During summer months, the President, the Judiciary, and the Senate meet up in Baguio City, which is the Summer Capital of the Philippines. The US Ambassador also resides in Baguio during summer, in a hidden palace in American territory (in Club John Hay in  Baguio).
