In show jumping (the stuff you see at the last day of eventing and at the olympics and such), the rider is riding their own horse... there's no certain weight that you must be... those riders are just normal people riding their own horses... there's no optimum weight aside from the normal human weight that you shouldn't be anorexic or obese.  Horseback riders come in all shapes and sizes.  The ideal form for a horseback rider is a pretty tall person with long legs.  But if you look at people like Gina Miles (she's only 5'4"), you'll notice that you can be on the shorter side and still be one of the greatest riders.

    In steeplechasing, however, the riders are jockeys, just like jockeys in flat racing, and they do have a set weight in every race.  (Steeplechase is when there's a whole group of horses at a racetrack that go around the track and they have to jump the jumps along the way.  Showjumping is individual riders jumping a set course in a riding arena, one at a time.)  Jumps jockeys generally get to weigh more than flat racing jockeys... and harness racing drivers get to weigh even more than that!  At a steeplechase race this morning at Saratoga (they usually start Thursday mornings with a jumps race there) the riders were between 142 and 146 (different weights depending on the horse... just like in flat racing) while flat riders later in the day carried between 116 and 120.
