  2. It's not really mentioned but according to many sources I've checked out it's tobacco. At the time the story was written there was a hookah craze in among the elite in England. What's normally smoked in a hookah is tobacco which has been soaked in molasses and had spices added. Tobacco prepared in this manner is known as shisha. Check out any good smoke shop and you'll see what I mean.

    Most people figure its opium or cannabis but it isn't. Remember at the time cannabis was legal and generated very little interest. Wasn't until nearly the end of the 19th century people took sort of an interest in it on account of a certain Turkish sultan's gift to the Western world, namely candies made from hashish known as Allah's Delights.

    Considering Lewis Carrol enjoyed his drugs, and that fact that that is a water bong, I'd assume he is smoking pot.

    Alice in Wonderland is full of drug references. Also note where he eats the mushroom. That's another one.
