What is the chance of being put into Administrative Review if my Police Certificate is not yet claimed?

I am waiting for my Police Certificate in Japan (college student visa) and I am afraid that it will not be here on my interview schedule. I would like to know if you know someone who got a visa without Police Certificate. Or else I will reschedule my interview appointment.
