  1. Malaysia or Singapore. In Singapore, there're many public universities which are supported by government. If you are admitted to public university and you can't afford the tuition fee, the government give you loan which is 80% of your tution fee and you can pay it back by working in Singapore after you graduate. If you want private university, there's MDIS ( Management Development Institute of Singapore ) which is probably the best private university in Singapore and it is non - profit too. It's got SQC and case-trust. I'm enrolled there for Biomedical Science and the tuition fee until I graduate is S$33800. The amount can be less depending on the subject you take. Good luck.

  2. It depends on the school, of course... I believe Canadian schools are pretty cheap, though. They're partially funded by the government (I think they all are, I know some are), so they're much cheaper than comparable schools in the US, for the most part.

If you're looking at Canadian schools, two good ones I've heard of are McGill University and University of Toronto, both which cost less than $10k a year.

  3. south africa.  by far, its the cheapest now.  cheaper than canada.

or cheaper still - barbados / guyana / jamaica - all english speaking
