  2. That kind of question is just impossible to answer in any useful way.  There are many, many types of 4-place airplanes, including some twin-engine airplanes.

    You have to consider your requirements.  Is speed a major consideration, or is it for buzzing around on Sunday afternoons?  What kind of airport facilities will you be using?  Do you want it for instruction?  Time-building?  Taking the family to the beach?

    One of the first things you need to understand is that just because it has four seats does not mean you can really carry yourself and three passengers.  That requires at least something like a Cherokee 235 or a Cessna 182.  A Skyhawk, for example, will carry 2 adults and 2 children, but not 4 adults.  And so on...

    The real answer is that you will need to know more about airplanes yourself, and probably secure the advice of a knowledgeable old timer or two.  When you start learning to fly, yourself (you will use a rental airplane at first) you will start to pick up the kind of knowledge you need, and you will be able to make your own decision.

As far as a good "cheap" airplane.......they don't exist.
