The following info is for educational purpose only.  Be very careful with the product if you attempt to make any and never use it for illegal purposes.  It can damage and/or kill properties and people.

The Cheapest way is to put Styrofoam in gasoline.  It will dissolve on contact.  Keep putting in the Styrofoam in the mixture until it becomes a thick (syrup like) consistency.  This thick sticky mixture not only burns for a long time but sticks to everything.  

If you want more efficiency, you can add naphthalene, palmic acid (hence giving the name Napalm) along with strong oxidizers such as sodium chlorate, potassium permanganate, potassium chlorate, or sodium peroxide.  It will make the mixture burn even hotter with increased intensity of flame.
