Try "UAE Exchange" - they are very safe. They have branches/agents in Canada and charge much cheaper than most other services. You can arrange the money to be transfered to the receiver's bank account or the receiver can visit the UAE Exchange's branch/agent in Canada and pick up cash.

The Post Office has a Western Union type thing on a yellow form - it is farily inexpensive.
