VoIP to VoIP,and PC to PC calls are generally all free (also known as "In-Network calling").  This generally holds true for all VoIP services, as long as both parties have accounts with the same VoIP service provider.  So, this is obviously the cheapest way to call.

However, VoIP-to-Landline (or mobiles) are generally not free .  But, using VoIP will always be cheaper than using a telco landline long-distance phone service.
