The circumference of a circle is calculated by multiplying the diameter by pi.  Pi is usually determined to be 3.14 but of course has hundreds, if not thousands of decimal points.  3.14 is the accepted standard of pi.  Therefore, if the 16" that you refer to is the diameter, then 16  X 3.14  = 50.24".  The circumference would be 50.24 inches.  Remember the diameter is the distance from one edge of the circle to the opposite edge while passing through the center point.

    However, if the 16" that you refer to is the radius you must double that number to calculate the diameter.  Remember, the radius is only half the diameter and refers to the distance from the center point of a circle to its edge.  If 16" is the radius to calculate the circumference you would use this formula: (16 X 2)  X  pi  = 100.48".  The circumference of this circle would be 100.48 inches.
