  1. Well the /16 and /24 give you the answers

    The first one by the octet 207 is in the class C range BUT with

    A /16 is class B allowing 65534 hosts with a subnet mask of 255.255.0.0

    The next next one 192.x.x.x/24 octet is Class C  254 hosts with a subnet mask of 255.255.255.0

    The last one is 129 which is a Class B octet but using a class C mask /24 which is 255.255.255.0

    No this is not independent of the subnet mask, the /16 and /24 set the subnet information by the number of bits.

  4. It looks more like from a VPN or some independent class.

    The IP cannot be independent of subnet mask, it must be in some category for sure.
