  3. It depends on what you mean by coldest. If you mean the state that has the lowest average temperature, I am not sure. I would have to do the research.

    if you mean the state that has the lowest recorded temperatures/wind chills just for the winter, I'd have to take a wild stab at North Dakota. They get the most "Canada-like" weather as far as cold blasts mixed with high winds (in the winter), with Minnesota and South Dakota being comparable.
