  1. It's the head of the penstock, where water is drawn in for the hydro-electric plant at the bottom of the dam.  DON'T go there!


  2. It will probably the over flow tower that keeps the water to a maximum height, just like the over flow on your bath works and as such will be out of bounds to the general public.
