The Prince is less a novel, which would have a plot, than a guidebook, in this case of how to properly rule over a people.  Because it doesn't have a plot or really a clear cut cast of characters (only archetypes that are vaguely compared to princes of Machiavelli's time), it's hard to say if it has a conflict or change at all.
