The problem is that the government of Burma or Myanmar, if you prefer, does not want the aid that many other governments can provide.  The U.S. Navy is planning to withdraw a small armada of ships containing relief supplies because the military government of Myanmar will not permit the Navy to assist in the relief efforts.
