  1. the core will be the actual wild life sanctuary and the buffer zone will be the areas surrounding the core, normally for a set distance out from the core. the buffer zone acts as just that, it bufffers the impact of the environment on the core and visa-versa, allowing the two to meld together rather than just putting a fence up and calling it a zoo.


  2. It depends.  The core can be the land owned by a certain entity and the buffer zone could be area that should conserved or is in some plan to be conserved in the future depending on funding.

    It can also be habitat where a rare plant or animal is found and the buffer may be used by the species or provides potential habitat.  A frog may breeding a wetland and then use the surrounding area at different times of the year.

    The core habitat can be a Bald Eagle nest while the buffer can serve as it's foraging area or a buffer to reduce nest disturbance.
