  1. True. the official exchange rate is set to be 2150 Bs. per US Dollar. If you use a credit card or pay with American currency in hotels and restaurants they will use that rate to convert. But if you sell it "outside" to a Venezuelan they can pay up to 3800 and sometimes even 4000 bs per dollar. By the way I am one of those Venezuelans. hahaha. It is hard for Venezuelans to freely buy dollars, we are only allowed to get 5000 dollars per year and only though a credit cards, pretty sad but... anyway. I recommend to sell it to a particular.   3. That question is trickier than you'd think. Officially the exchange rate is 2150 Bs. = 1 U.S.D. This is the exchange rate placed by the government and used in all exchange offices.

    However there are also two unofficial exchange rates in the country. The only way you will get this exchange is with a local, so unless you know someone in Venezuela I wouldn't try to change money with a stranger. The rate is much more favorable for those with the US dollars: 3550 Bs. = 1U.S.D. (the other existing rate is 3250 Bs. = 1U.S.D.)
