There is no official set cost of living increase that employers must follow. Most small companies don't even offer this. How ever most unionized jobs do. To find out what the rate is you will need to look in the union hand book or ask the shop stewart.

Toronto was once one of the most costly cities to live in all of the world. We have lowered it a little. But the general public has a miss conception about cost of living, because they see prices rising and naturally assume that the cost of living goes way up as well. for example the increase in gas prices. This will not effect the cost of living as much as everyone thinks it does. The main factors are rent, taxes and essential services. Bummer so prices can go way up, and the cost of living can almost stay the same. i like to call it unrealistic measuring tools... I am not a expert just a bloke with limited knowledge.
