I find your question to be entirely rhetorical and based on a feel-good vision of humanity.  Of course, what you suggest is not a crime...it's just not realistic, and you're going to have to learn to deal with that or drive yourself insane.

It's kind of like the people who ask why can't we have world peace while ignoring the fact that real evil does exist and has to be dealt with.  Ignoring it will not make it go away.

It is not a crime to love one another, but if the other commits a crime, it is a crime that can result in arrest for not reporting the crime committed by that other.

It is when you commit an illegal offense!! Everybody should know what is right or wrong (legally) in the world we live in today!! Sometimes it may not always be fair but we should stick to doing what is legally right!!
