Are cyber cafés common in Caracas, as in Argentina, Perú, etc.? What is the going hourly rate for a computer?

yes they are. they are all over and often very tiny. going rate..pretty cheap depends on the place. usually a few bucks for a hour.

I don't want to sound nasty or anything and I don't want to start a political discussion. But I read, just yesteday, that the Venezuelan president was planning to prohibit the use of Internet in the country.

I've no idea if it's true or not.
