Why are the cards pitching guys like Mitchell Boggs when Matt's in AAA?

Clement has no arm streghth which is why he has net made it back this year. At the start of spring training he was penciled in as one of the Cardinal starters but he is useless now.

Clement is still rehabbing. They have only used him in relief in AAA. He has a 4.61 ERA through 13.2 innings with Memphis.

I watched him pitch in Springfield, and he wasn't impressive.
