What is the deal with no see-ums, where do they live?

Question

I stayed in Charleston, South Carolina in the middle of March, and when we went to the beach the no-seeums were horrible. The people we were staying with said they are only around for a few months and you get used to them. Is this true? I got the impression that Charleston has a lot of wetlands and thats where they come from. But I go to Cape Cod Massachusetts all the time where there are wetlands but never seem to notice swarms of no see-ums.
