  2. Who are you quoting - that is, who is saying this is a theme of the novel? I believe a "theme" to be "a subject or topic of discourse or of artistic representation" (Merriam-Webster). If this is a theme, it appears to be "rather" deep as stated ... what more do you need? I think the important thing to remember in reading 1984 is when it was written. I believe it was written mostly between 1947 and 1948 while George Orwell was quite ill. Many believe the Oceanic society depicted in the book is Stalin's Soviet Union. This big is not easily boiled down to "Big Brother is watching."
