  2. to make a shot with the intentions of hooking a player where they have no high percentage shot available....in some leagues you have to call a safety and others will actually allow you to make a one ball safety meaning you can call a safety shot, make one of your balls and your turn is over...hope this helps

You are playing it "safe"....you find yourself in a situation in match that dictates that you will have to give up the table to your opponent....so you play a defensive shot (safety) that leaves your opponent as far or "snookered"(behind) a wall of balls or in 8 ball behind yours where he would have to take a very hard shot...kick or jump to hit his ball......in 8 ball you may want to even make your own ball and turn the table to your opponent ...you call a safe....you pocket your ball and he has to take the shot from where you left him......in essence it is a "defensive" shot!
