A buoyage boat services buoys (delivers them, cleans them etc.).  A salvage boat is used by salvors to recover things (boats often!).  Salvage boats can be tugs (if the boat/item is still floating).  Alternatively they can be any sort of work/dive boat.  Some have heavy lifting capacity.
