What is the device used to get to the water table?

I know it's a manual device that allows you to pick up soil and dump it on the ground to get further into the Earth. This device is only used when the water table is known to be close to the surface of Earth.

Post hole digger, a drill, narrow spade or anything else that allows the digging of a narrow hole will do the job.
