  1. A neutral accent is one that is grammatically correct, but has no regional characteristics. In other words, you can't tell which part of the country the person is from. For example, it is easy to tell if a person comes from the Southern states (in the US) because of their accent; likewise Boston. English is spoken in the US, Canada and Great Britain, but it is easy to determine if the person is from Great Britain, because of the accent. Many diplomats learning a foreign language will learn it with a neutral accent.
